The South Dakota Department of Transportation (SDDOT) has identified the need to repair or reconstruct substantial portions of the SD Highway 38 Corridor between Humboldt and Sioux Falls in the 2030 to 2035 timeframe. In recognition of anticipated growth and changes in this corridor over the coming decade, the SDDOT wants to examine this corridor for potential improvements that are needed to accommodate anticipated traffic volume, safety, and mobility needs.
This study is a collaborative effort between the SDDOT, the FHWA, the Sioux Falls MPO, and the Cities of Sioux Falls, Hartford, Humboldt, Minnehaha County, and the public to develop a comprehensive plan for the corridor. The outcomes from this study will serve as a guide to the SDDOT and other agencies along the corridor for future improvements that address needs well into the future.

The SD Highway 38 Corridor Study schedule is broken into three phases of work, as follow:
Each phase is concluded with either an open house (phases 1 and 2) or release of formal study recommendations (phase 3). Any construction activities associated with findings from this study are expected to occur no earlier than 2030.
We currently anticipate determining a recommended solution by the end of 2023 so that a final report can be completed in early 2024.
Public meeting #2 will be held in an open house format from 5:30 PM to 7:30 PM CST at West Central High School (705 East 2nd Street - Hartford, SD 57033) on March 13, 2024. Project staff will be on hand to answer questions about the study and receive comments from the public about this project area. Meeting materials and a presentation will be made available on this web site for viewing online. The same content will be available at the open house.
